That’s Westboro Village.
Fifteen or 20 years ago, if you took a stroll in
Westboro, you’d probably have the sidewalk all to
yourself. As for shopping, browsing or window
shopping? Well, tough luck. The pickings were slim
indeed. You’d be as likely to see For Rent signs as
displays of merchandise in store windows.
Christine Leadman remembers it well. Back in
1992, when she began work as the Executive Director
of the Westboro Business Improvement Area (BIA),
there was plenty of room for improvement. And

there wasn’t much going on in this village-like area
in the west part of Ottawa.
Christine, who was elected to City Council in
2006 for Kitchissippi Ward, recalls there was a
vacancy rate of about 40 percent, with lots of
turnover.
“The one fact that kept the village alive was the
dedication of its landowners (and) businesses in the
area.”
